Paul Horwitz has worked on ozone issues since
1989, when he became the first Secretary of the newly formed Ozone Secretariat.
After a one year stay in that position, he returned to the USEPA where
he worked on Acid Rain issues before moving back to the ozone portfolio
where he served for 13 years as EPA’s chief Montreal Protocol negotiator.
Paul has served as Chairman and Vice Chairman of the Executive Committee,
and President of the Conference of the Parties to the Vienna Convention.
Paul rejoined the Ozone Secretariat as Deputy Executive Secretary in January
of 2005. He has a law degree from Lewis and Clark Law School and a Masters
degree in Public Administration from Harvard’s Kennedy School of
Government. |
