Invitation to Help Protect the Stratospheric Ozone Layer as an Expert on the Technology and Economic Assessment Panel (TEAP) and Its Technical Options Committees (TOCs)

Background

In 1990 the Technology and Economic Assessment Panel was established as the technology and economics advisory body to the Montreal Protocol Parties. The TEAP manages its subsidiary bodies including the standing Technical Options Committees and temporary Task Forces.

The Panel membership includes TEAP Co-Chairs, Senior Expert Advisors, and Co-Chairs of the Technical Options Committees. The Technical Options Committees assess the development of the relevant technology to replace ozone-depleting substances (ODSs) in the fields of:

- medical therapy
- refrigeration and air conditioning
- rigid and flexible foam blowing
- fire protection
- methyl bromide fumigation, including quarantine and pre-shipment
- chemical and industrial applications

- Medical aerosols experts from Art 5(1) countries from the Eastern European and Middle East regions (pharmaceutical company technical representatives, and public health professionals)
- Sterilants experts from both Art 5(1) and non Art 5(1) countries

Qualifications and Responsibilities:

The ideal applicant for positions on TEAP and its TOCs and Task Forces, will have an advanced university degree in a relevant technical subject and/or 3-5 years or more of leadership and applied experience in implementing alternatives and substitutes to ODS.

Members serve as individuals on the basis of their expertise. They should neither request nor receive instruction from any person or organisation extenal to the TEAP or TOC. Members are required to disclose financial interests that could place them in a real or perceived conflict of interest situation (see Terms of Reference of the TEAP, Annex V of the report of the Eighth Meeting of the Parties).

Members serve on a volunteer basis and receive no remuneration for their service. Members from countries with economies in transition and developing countries, as defined under Article 5(1) of the Protocol, are reimbursed according to UNEP guidelines for travel and per diem expenses.

In a typical year, TOC members attend one meeting of 3-5 days and devote an additional two weeks to research, writing, and correspondence. TEAP members serving as Co-Chairs of TOCs devote an additional two weeks or more to writing and correspondence, one week to a TEAP meeting, and may be requested to attend one or two additional week-long diplomatic meetings, as necessary. Methyl Bromide TOC (MBTOC) members have recently met twice per year in 5-day meetings.

Further Information

TEAP and its TOCs have a goal of achieving 50% membership for countries with economies in transition and developing countries with gender and global geographical balance.

The TOCs have over 200 members, with about a third from countries with economies in transition and developing countries. Currently, TEAP has 8 members from developed countries, 6 members from developing countries, and 1 member from a country with economy in transition.
