Discussion on possible Montreal Declaration to be agreed at the 19th MOP
At the 27th Meeting of the Open Ended Working Group, the government of Canada
introduced a draft declaration designed to celebrate the first 20 years of
progress achieved under the Montreal Protocol. In the ensuing discussion, the
Parties thanked Canada for their early submission of the draft declaration,
which would enable thoughtful consideration in capitals before the Meeting
of the Parties. In an effort to enable a further sharing of ideas on the declaration,
and in the hope of facilitating the early adoption of the declaration, Canada
suggested that the declaration be the subject of an e-forum. You can access

This webpage is the first effort by the Ozone Secretariat to use the newly
developed e-forum capability.

| Contribution | D'emblée, il va de soi que le projet de "Déclaration de Montréal" rencontre un écho positif de notre part, notamment : - au regard du résumé objectif qu'il relève des acquis du Protocole au cours de ces vingt ans de son évolution ; - mais aussi et surtout des perspectives en filigrame de l'action future qu'il conviendrait de poursuivre après 2010 pour ne pas justement affaiblir, voire anéantir l'effort entrepris par la coopération internationale, sans équivoque et sans états d'âme. Sur la base de ce qui précède, nous suggérons que la fin du paragrphe 3 soit renforcée en incluant (après ... sera poursuivie) la phrase ci-après : "avec la même détermination et le même enthousiame". |

| Contribution | The European Community on behalf of the EU Member States thanks Canada for preparing the draft Montreal Declaration for adoption on the occasion of the 20th anniversary of the Montreal Protocol. We suggest including a reference to the Protocol's role in driving capacity building and innovation for the benefit of the environment and human health and some other minor modifications to the preamble paragraphs. We also suggest some elaboration of selected operational paragraphs notably stressing the need for continued vigilance to lock in progress made to date related to the prospects of recovering the ozone layer and stressing the need to continue working towards synergies with other MEAs' objectives such as the UNFCCC. In the light of the ongoing discussions on the early phase-out of HCFCs and pending their results we should also foresee the possibility of including a para on this subject. We look forward to finalizing the text with colleagues in September. |

| Contribution | African countries have been successful in reducing their consumption of ODSs and complying with the Protocol’s targets and obligations and many have met the 1999 freeze on CFCconsumption. Some 90 percent of African countries have also complied with the reporting of the Montreal Protocol. To continue this path, they need to be assisted to overcome the constraints of implementing multilateral environmental agreements (MEAs). |

| Contribution | Japan appreciates the initiative by Canada regarding their draft declaration. We propose to modify the word “agree” in paragraph 2 and 4 because “agree” is ordinarily used to conclude international agreements. Our understanding is that a declaration is not legally binding on the Parties. Therefore, we think we should avoid using “agree”. Specifically, we would like to replace “agree” in paragraph 2 with “determine”, and “agree” in paragraph 4 with “confirm” or “acknowledge”. We look forward to making fruitful discussions in Montreal. |

| Contribution | The Montreal Protocol on Substance that Deplete the Ozone Layer has often been called the most successful international environmental agreement to date.Why? Because the production and consumption of harmful ozone-depleting chemicals has been successfully phased out only in developed countries.We do suggest that the parties of Montreal Protocol provide special active fund to help developing countries to phase out the use ozone-depleting substance. |

| Contribution | The United States would like to thank Canada for their draft declaration and looks forward to the 19th Meeting of the Parties to celebrate the 20th anniversary of this landmark agreement. We suggest minor modifications to the preamble and to paragraph three to reflect the fundamental factor contributing to the success of the Protocol- specifically the high level of participation in an agreement with measurable goals that are ambitious yet pragmatic. We also note that there are multiple references to financial issues which appear to over-emphasize this one factor in the context of the many elements that have helped foster the success of the Protocol. Elle demande au Fonds Multilatéral de soutenir les pays qui manifestent cette volonté en accélérant son système de financement surtout pour notre pays à la dimension continentale par un budget supplémentaire pouvant lui permettre d'éliminer les SAO restantes avant l'échéance surtout l'aider à exercer un controle aux frontières avec ses 9 pays voisins. |

However the unsettled nations and poor countries are not able to meet the Montreal declarations.Therfore they need special assistance inorder to phase out halons before 2010. such assistance are technical finicial and human resourses That are sufficient to impliement the phase out action plan and activities.Without these assisistance the objective of these montreal protocal would not be achived . |
