Article 13: Financial provisions

  1. The funds required for the operation of this Protocol, including those for the functioning of the Secretariat related to this Protocol, shall be charged exclusively against contributions from the Parties.
  2. The Parties, at their first meeting, shall adopt by consensus financial rules for the operation of this Protocol.
