The Parties have agreed on substances to be controlled under the Protocol and targets for reducing their production and consumption over time.  To meet the needs of specific parties, from time to time exemptions to the phase-out of specific controlled substances have been provided for.\r\n\u003Cbr\/\u003E\u003Cbr\/\u003EBy ratifying the Protocol and its amendments, each party is legally obliged to comply with the agreed targets, subject to any exemptions allowed by the parties. In order to monitor compliance, Article 7 of the Protocol requires each party to provide statistical data on its production, imports and exports of each of the controlled substances. \r\n\u003Cbr\/\u003E\u003Cbr\/\u003EA \u2018controlled substance\u2019 is one of the substances specified in an Annex to the Protocol; whether existing alone or in a mixture; including isomers except where otherwise specified; excluding a substance or mixture in a manufactured product other than a container used for transportation or storage.  The substances controlled under the Montreal Protocol are: chlorofluorocarbons (CFCs), halons, carbon tetrachloride, methyl chloroform, HCFCs, bromochloromethane, methyl bromide and (as of 1 January 2019) hydrofluorocabrons (HFCs).  \r\n\u003Cbr\/\u003E\u003Cbr\/\u003ENOTE: Graphs depicting \u2018all controlled substances in aggregated form\u2019 include data reported on all controlled ozone depleting substances.
