I, James M. Calm, residing in Great Falls (Fairfax County), Virginia, USA, member of the RTOC and former lead author for the Refrigerants chapter, declare as follows:
1) I have read the Conflict of Interest and Disclosure (COI) Guidelines for the Technology and Economic Assessment Panel, its Technical Options Committees and Temporary Subsidiary Bodies (“the COI Guidelines”) as adopted by the Meeting of the Parties in Decision XXIV/8.
2) I am partly retired but still performing limited work as an Engineering Consultant in the firm James M. Calm, Engineering Consultant, USA. My responsibilities include provision of technical and professional services with primary focus on heating, air-conditioning, and refrigerating systems. My work includes analyses, systems and/or component design, feasibility studies, assessments, research, and strategic planning for a wide range of applications. Much of my work addresses environmental protection, performance improvement, and safety matters related to refrigerants and systems use. I have consulted for manufacturers producing refrigerants, equipment utilizing them, components for them, and ancillary safety devices such as leak detection devices, and other products. My clients include or have included engineering and architectural firms, building owners, facilities development and management firms, research organizations, utilities, trade associations (including those directly involved in refrigerant and related equipment manufacture), law firms (as a consultant in arbitration and as an expert witness in litigation), and governmental agencies. I also have consulted for clients regarding alternatives for ozone-depleting substances (ODSs) for processes other than refrigeration, such as reverse-Rankine cycles, and on devices for medical and cosmetic treatments. My clients are primarily in the United States, but sometimes also in Canada, Mexico, Australia, and in both non-Article 5 and Article 5 countries in Europe, the Middle East, Africa, Asia, and South America. The topics of the Montreal Protocol, Kyoto Protocol, and the RTOC assessment are germane to aspects of my work addressing refrigerant management, transition planning, performance analyses, and evaluation of environmental and safety impacts. I am a registered professional engineer and have published more than 200 papers, articles, and reports, among them many addressing refrigerants, refrigerant use, and related topics.
3) This declaration constitutes my written agreement, pursuant to paragraph 8 of the COI Guidelines, to comply with the Guidelines. I understand that this written agreement is a condition of my service.
4) My interests and those of my former wife (divorced) and children include the following:
- Proprietary interests: None related to ODS or their alternatives
- Financial interests: None related to ODS or their alternatives. I do not own stock or otherwise invest in companies producing refrigerants or engaged in the manufacturing of air conditioning, heat pump, or refrigeration equipment.
- Employment, consultancy, directorship or other positions: Consultancy as described in section 2 above
- Government advice and other policy development: None except when requested and then on a voluntary (uncompensated) basis
- Paid research activities, fellowships or grants: None except as identified in my consulting work above
- Other interests: Lots of them, but none involving a proprietary matters pertaining to ODS
5) I conduct all work relating to RTOC on an unpaid basis. I receive no compensation for my time or reimbursement of expenses for RTOC involvement including for travel associated with meetings, except that I may in rare instances combine meeting travel with that for other business when convenient to do so in the same manner as I often combine such travel with that for personal (at my own expense) interests. The clients and/or sponsors for such coordinated travel have no input via myself and generally no awareness of the specific RTOC matters conducted at such meetings. I do not combine such travel at their request or instigation.
6) Pursuant to paragraph 11 of the COI Guidelines, I declare that I have not declined to disclose information falling within paragraph 10 of those Guidelines.
7) I undertake to disclose any material change to any of the above information, pursuant to paragraph 9 of the COI Guidelines, within 30 days of any such change.
8) I undertake to make further declarations of interest annually for so long as I remain a member of the RTOC.
9) I understand that this DOI will expire no later than one year after I have signed it.
