Disclosure of interest

I, David S. Godwin, nominated by the United States of America and residing in Arlington, Virginia, USA, member of the Refrigeration, Air Conditioning and Heat Pumps Technical Options Committee (RTOC), declare as follows:

1) I have read the Conflict of Interest and Disclosure Guidelines for the Technology and Economic Assessment Panel, its Technical Options Committees and Temporary Subsidiary Bodies (“the COI Guidelines”) as adopted by the Meeting of the Parties in Decision XXIV/8.

2) My responsibilities include:
As an employee of the U.S. Environmental Protection Agency (USEPA) of the U.S. Government, I work as an Environmental Protection Specialist in the fields of thermal sciences and refrigeration and air conditioning, including the evaluation of refrigerants, the monitoring and verification of company-supplied reports of greenhouse gas supply, the estimation of ozone-depleting substance (ODS) and ODS substitute emissions, policy and regulatory evaluation, and technical analysis. As an employee of the USEPA, I participate in activities and with organizations dealing with the Montreal Protocol, the United Nations Framework Convention on Climate Change and U.S. regulatory issues. In my co-author capacity, a portion of my working time is spent on RTOC issues.
Neither I nor my wife have proprietary interest in companies producing ODS or their alternatives or substitutes, or companies developing or producing equipment that would apply or use these.

3) This declaration constitutes my written agreement, pursuant to paragraph 8 of the COI Guidelines, to comply with the Guidelines.  I understand that this written agreement is a condition of my service.

4) My interests include the following

  • Proprietary interests: None related to ODS or their alternatives
  • Financial interests: None related to ODS or their alternatives
  • Employment, consultancy, directorship or other positions: Employment by USEPA as mentioned in #2 above; membership in the American Society of Heating, Refrigerating and Air-conditioning Engineers
  • Government advice and other policy development: As part of employment of USEPA as mentioned in #2 above
  • Paid research activities, fellowships or grants: None
  • Other interests: None

5) Time spent in undertaking the work for TEAP, RTOC and TSBs is paid for via salary from the USEPA. Travel and subsistence related to meetings of the TEAP, RTOC and TSBs is funded from the U.S. Government. 

6) Pursuant to paragraph 11 of the COI Guidelines, I declare that I have not declined to disclose information falling within paragraph 10 of those Guidelines. 

7) I undertake to disclose any material change to any of the above information, pursuant to paragraph 9 of the COI Guidelines, within 30 days of any such change.

8) I undertake to make further declarations of interest annually for so long as I remain a member of the TEAP and the RTOC.

9) I understand that this DOI will expire no later than one year after I have signed it.
