I, Lambert Kuijpers, nominated by The Netherlands and residing in Venlo, The Netherlands, member of the RTOC, member of one TEAP TSB (the Task Force XXXI/3 on unexpected emissions of trichlorofluoromethane (CFC-11)) declare as follows:
1) I have read the Conflict of Interest and Disclosure Guidelines for the Technology and Economic Assessment Panel, its Technical Options Committees and Temporary Subsidiary Bodies (“the COI Guidelines”) as adopted by the Meeting of the Parties in Decision XXIV/8.
2) My responsibilities include:
In my current capacity, next to RTOC work, a certain amount of my working time is spent on issues requested via recent Montreal Protocol decisions, including involvement in the XXXI/3 TEAP Task Force on unexpected CFC-11 emissions and in the Science Assessment Panel, as well as on a few other matters that mostly concern review work. As a senior research scientist, I also provide certain voluntary services for technical institutes (such as universities) on a part time basis, if these fit in certain annual programs. Where it concerns the remainder of my assignments -for various entities-, I act as an independent consultant. These entities include organisations and industries involved in technical refrigeration and air conditioning issues, as well as organisations dealing with Montreal Protocol issues and those focusing on UNFCCC related climate issues. Organisations involved in Montreal Protocol issues include the United Nations Environment Programme (UNEP), the United Nations Industrial Development Organisation,(UNIDO) and the World Bank (WB), if appropriate. All consultancies are conducted on a “short-term” assignment basis, i.e., months. I do not own stock or have proprietary interest in companies producing ODS or the alternatives or substitutes, or companies developing or producing equipment that would apply (use) these.
3) This declaration constitutes my written agreement, pursuant to paragraph 8 of the COI Guidelines, to comply with the Guidelines. I understand that this written agreement is a condition of my service.
4) My interests include the following:
- Proprietary interests: I do not have a proprietary interest in a substance, technology or process (e.g. ownership of a patent) to be considered by the TEAP, its technical options committees including the RTOC, or temporary subsidiary bodies.
- Financial interests: I do not own or exercise control over shares or bonds in an entity with an interest in a substance, technology or process (e.g. ownership of a patent) to be considered by the TEAP, its technical options committees including the RTOC, or temporary subsidiary bodies.
- Employment, consultancy, directorship or other positions: I am not currently employed by, have an advising role, or hold any other position in an entity which has an interest in the subject matter of the TEAP and its technical options committees.
- Government advice and other policy development: I do not provide advice on significant issues to a government with respect to its implementation of the Montreal Protocol or engage in the development of significant policy positions of a government for a Montreal Protocol meeting.
- Paid research activities, fellowships or grants: I do not perform any paid research activities or receive any fellowships or grants for work related to a proposed use of an ozone-depleting substance or an alternative to a proposed use of an ozone depleting substance.
- Other interests: I do not have other interests related to the subject matter of the TEAP, its technical options committees including the RTOC, or the Montreal Protocol.
5) To a large degree, the efforts for undertaking the work for the above activities (RTOC and Task Force work, Science Assessment Panel work) are done on a voluntary basis. The remainder is funded via a budget made available by UNEP to A/genT b.v. as the consultancy company under which I am operating. Certain travel and subsistence related to meetings of the RTOC, the XXXI/3 Task Force and the Science Assessment Panel is funded from the UNEP budget mentioned above.
6) Pursuant to paragraph 11 of the COI Guidelines, I declare that I have not declined to disclose information falling within paragraph 10 of those Guidelines.
7) I undertake to disclose any material change to any of the above information, pursuant to paragraph 9 of the COI Guidelines, within 30 days of any such change.
8) I undertake to make further declarations of interest annually for so long as I remain a member of the RTOC.
9) I understand that this DOI will expire no later than one year after I have signed it.
