Ratification of the Kigali Amendment - Briefing note

On 15 October 2016, in Kigali, the parties to the Mon- treal Protocol on Substances that Deplete the Ozone Layer (the Montreal Protocol) reached agreement at their 28th Meeting to phase down consumption and production of hydrofluorocarbons (HFCs). They adopted an amendment (the Kigali Amendment) in Decision XXVIII/1. This briefing note has been prepared by the Secretar- iat of the Montreal Protocol to help Parties to the Pro- tocol prepare for ratification, acceptance, or approval of the Kigali Amendment.

Baselines: Past practices and current challenges

2015 meeting, parties decided “Dubai pathway on HFCs” to “work within the Montreal Protocol to an HFC amendment in 2016 by resolving challenges by generating solutions in the contact group on the feasibility and ways of managing HFCs”. This briefing note is to provide background info about agreed baselines under Montreal Protocol, time lag between decision and the years of baseline and initial controls, and baselines put forward in the HFC amendment proposals.
