Dear parties and friends of the Vienna Convention and the Montreal Protocol,

As we approach the close of another productive year for the ozone treaties, I would like to take a moment to reflect on our shared achievements.

2025 marked a historic milestone—the 40th anniversary of the Vienna Convention. This anniversary was celebrated throughout the year and culminated in a special documentary screening and a science panel discussion during the Thirty-Seventh Meeting of the Parties to the Montreal Protocol (MOP37). If you missed this highlight, watch it here.

Our collective efforts during the forty-seventh meeting of the Open-ended Working Group in Bangkok and MOP37 in Nairobi resulted in the adoption of 23 decisions. These include key actions on strengthening global and regional atmospheric monitoring of controlled substances, addressing emissions of HFC-23, end-of-life refrigerant management, the terms of reference for the MLF replenishment study, and reviewing Montreal Protocol operations — among many others. 

Parties also agreed to continue the conversation on further strengthening Montreal Protocol institutions, building on discussions at the informal meeting held prior to MOP37.

Despite the uncertainties and challenges of this year, your dedication and collaboration ensured delivery on many key areas of the ozone treaties in 2025. On behalf of the Secretariat, thank you for your commitment and hard work.

• The forty-eighth meeting of the Open-ended Working Group of the Parties to the Montreal Protocol on Substances that Deplete the Ozone Layer (OEWG48) will take place at the United Nations Conference Centre in Bangkok, Thailand from 13 to 17 July 2026.
• In accordance with decision XXXVII/21 adopted by the Thirty-Seventh Meeting of the Parties to the Montreal Protocol, the Sixth Extraordinary Meeting of the Parties (ExMOP6) will be organized during OEWG48. ExMOP6 will take place on Tuesday, 14 July 2026, at the same venue in Bangkok.
• The seventy-sixth meeting of the Implementation Committee under the Non-Compliance Procedure for the Montreal Protocol (ImpCom76) will take place on Saturday, 18 July and Sunday, 19 July 2026. ImpCom76 will also take place at the same venue.

Further information on these meetings and meeting documents as they become available, will be posted on the relevant meeting portals on the Secretariat website.

Please find attached the invitation for the Thirty-Seventh Meeting of the Parties to the Montreal Protocol on Substances that Deplete the Ozone Layer (3 to 7 November 2025) and the informal meeting of the parties on facilitating the implementation of the Montreal Protocol (2 November 2025), to be held in Nairobi.

The step-by-step guide on the use of the registration system is available here. The system already contains information on participants who have attended previous meetings of the Vienna Convention and the Montreal Protocol. Please update the existing information as necessary. Information will need to be entered into for representatives who have not attended past meetings. Please ensure that you provide a valid email address for each of your representatives. The email address entered in the system will be used to dispatch registration notification and the meeting pass, with the unique QR code, to the representative.
