Dear parties to the Montreal Protocol and other stakeholders,
2022 has proven to be a turning point. With global COVID-19 restrictions relinquishing their grip, we enjoyed travelling again, catching up with family and friends not seen in years, and of course, meeting again in person!
Our first reunion in Bangkok, Thailand, for the forty-fourth meeting of the Open-ended Working Group was a highlight. It was so good to see each other and discuss in person. Despite the heavy agenda due to all the work that had been deferred from 2020 and 2021, great progress was made on many issues. Primarily the decision on the replenishment of the Multilateral Fund for 2021-2023, adopted immediately after the OEWG44 at the Fifth Extraordinary Meeting of the Parties.
The Thirty-Fourth Meeting of the Parties in Montreal, Canada, was also convened in person with a heavy agenda of issues passed on from the OEWG44 and three additional issues including the proposal submitted by Cuba on the revision of the HFC baseline as a result of COVID-19, alternatives to HFCs and safety standards. The meeting marked 35 years of the Montreal Protocol with a high-level roundtable discussion on the impact of the Protocol and its Kigali Amendment on the climate, and birthday cake at the reception. All the work of 2022 culminated in the adoption of 24 decisions in total. Congratulations to you all!
As we bring 2022 to a close, I’d like to share a video highlighting some of the key outcomes and contributions by the parties; the Assessment Panels; the Multilateral Fund and its Secretariat and implementing agencies; and other stakeholders, in support of the Montreal Protocol this year. It is your continued commitment and dedication that have helped make this multilateral environmental agreement a success these past 35 years. Thank you! Maria is a national of the Philippines. She is a seasoned legal expert and brings with her 21 years of rich experience in intergovernmental meetings, and legal and procedural issues. Recently, Maria has been heading the National Environmental Law Unit of UNEP's Law Division. Please find below her short bio.

Biography - Maria Socorro Manguiat
Maria Socorro began her career at SyCip Salazar, Hernandez & Gatmaitan, one of the top law firms in the Philippines. After deciding to devote her legal skills to the cause of the environment, she joined the Philippine Department of Environment and Natural Resources. At DENR, she worked on the development and implementation of laws and regulations on pollution and environmental impact assessment and represented her country in negotiations on the Kyoto Protocol. In 2001 she moved to the Environmental Law Center of the International Union for Conservation in Bonn where she provided legal advice to negotiators from developing countries on land use, land-use change and forestry.From 2006 to 2016 she was with the secretariat of the United Nations Framework Convention on Climate Change where she served as Secretary to the Compliance Committee of the Kyoto Protocol and was part of the secretariat's legal and advisory team for the Paris Agreement. She relocated to Nairobi in 2016 to head the National Environmental Law Unit of UNEP's Law Division, leading the Unit's work on technical legal assistance to countries, while continuing to provide advice to intergovernmental processes such the UNFCCC and the United Nations Convention to Combat Desertification.
She has a degree in Economics (Honors Programme) and a Juris Doctor degree from the Ateneo de Manila University. She obtained her Master of Laws degree from Harvard Law School. She is a member of the Philippine and New York Bar.
