In paragraph 9 of its decision XIX/6, the Meeting of the Parties to the Montreal Protocol encouraged parties to promote the selection of alternatives to hydrochlorofluorocarbons (HCFCs) that minimize environmental impacts, in particular impacts on climate, as well as meeting other health, safety and economic considerations.

Section 4.1 of the Supplementary Report includes analysis of three options for equalizing consumption sector funding associated with the 2020 target.
