  2. I am a full-time employee of the United States Environmental Protection Agency’s (USEPA) Stratospheric Protection Division, Washington, DC. My responsibilities include working as Branch Chief of the Alternatives and Emissions Reduction Branch, Stratospheric Protection Division, and sector analyst in a program that includes reviews of alternatives for various sectors of use in support of the U.S. transition away from ozone-depleting substances (ODS). In this capacity, I work within the various sectors of ODS including the fire suppression sector to review the human health and environmental effects of alternatives to ozone-depleting halons, once widely used in many specialty industrial, military, marine, and aviation applications. I serve as member on a number of technical committees under the International Organization for Standardization (ISO), International Civil Aviation Organization (ICAO), and the National Fire Protection Association (NFPA). I also work on issues such as recovery/recycling and destruction of ODS with related government and nongovernmental organizations and stakeholders in the U.S. The USEPA has an interest in the topics of the Montreal Protocol because the Agency is responsible for implementing national regulations and policies to meet the US commitments under the Protocol. In addition, the USEPA has funded government and non-governmental organizations working on ozone layer protection, atmospheric science, and environmental and health effects research.
  3. This declaration constitutes my written agreement, pursuant to paragraph 8 of the COI Guidelines, to comply with the Guidelines.  I understand that this written agreement is a condition of my service.
  4. My interests, and those of my personal partner and dependents, include the following:
    1. Proprietary interests: I do not have proprietary interest in a substance, technology or process to be considered by TEAP or any of its TOCs or this task force.
    2. Financial interests: I do not have ownership, shares or bonds in an entity with an interest in the subject matter of the meeting or work.
    3. Employment, consultancy, directorship or other positions: I am not currently employed, consulting, or hold any other position in any entity which has an interest in the subject matter of this task force.
    4. Government advice and other policy development: My responsibilities at the USEPA may include providing information and advice to stakeholders on the interpretation and compliance with national regulations to protect the ozone layer and related to the transition away from ODS in the U.S. I do not provide advice on significant issues to a government with respect to its implementation of the Montreal Protocol or engage in the development of significant policy positions of a government for a Montreal Protocol meeting.
    5. Paid research activities, fellowships or grants: I am not performing any paid research activities or receive any fellowships or grants for work related to a proposed use of an ODS or an alternative to a proposed use of an ODS.
    6. Other interests: I do not have other interests related to the subject matter of this task force.

I, Marta Pizano, nominated by Colombia and residing in Bogotá, Colombia, have been re-nominated by the Parties to the Montreal Protocol as co-chair of MBTOC until 31st December 2021 and co-chair of TEAP until 31st December 2022. I declare as follows:

  1. I have read the Conflict of Interest and Disclosure Guidelines for the Technology and Economic Assessment Panel, Its Technical Options Committees and Temporary Subsidiary Bodies (“the COI Guidelines”) as adopted by the Meeting of the Parties in Decision XXIV/8.
  2. My responsibilities include 
    I am an independent consultant in the past often working for the Montreal Protocol Implementing Agencies involved with methyl bromide users and other key stakeholders in many countries, to identify and implement alternatives to methyl bromide, including research on QPS uses and their alternatives. I have consulted mostly for the United Nations Industrial Development Organization (UNIDO), but occasionally also United Nations Development Programme (UNDP), United Nations Environment Programme (UNEP) and the World Bank (WB). I have also assisted the Montreal Protocol Multilateral Fund (MLF) in the preparation of evaluations relating to methyl bromide and other ozone-depleting substances (ODSs). All work has been conducted on a short-term assignment basis, as an external consultant.
  3. Neither myself nor my husband (an orthopaedic surgeon) nor our children own stock or have proprietary interest in companies producing ODS or their alternatives or substitutes.
  4. I also consult for floriculture and horticulture trade associations, Government programmes and agencies (i.e. USAID) in Latin America and Africa, particularly on improving trade competitiveness and sustainable production issues.
  5. This declaration constitutes my written agreement, pursuant to paragraph 8 of the COI Guidelines, to comply with the Guidelines.  I understand that this written agreement is a condition of my service.

In 2012, the Australian Government’s then Department of Sustainability, Environment, Water, Population and Communities engaged Energy International Australia to conduct a periodic review of Australia’s halon essential uses requirements in the civilian sector.

  • The source of funding for participation in the work of the TEAP and its Medical and Chemicals Technical Options Committee will be provided from a few sources in 2019. The Ozone Secretariat is providing funding support towards travel, accommodation and some administrative costs associated with participation in the Medical and Chemicals Technical Options Committee and the Technology and Economic Assessment Panel in 2019. The Australian Government’s Department of the Environment and Energy is also providing some funding support towards daily travel expenses to attend the Open-Ended Working Group meeting. As a self-employed consultant, I also conduct work related to the Medical and Chemicals Technical Options Committee and the Technology and Economic Assessment Panel and its subsidiary bodies on a voluntary (unpaid) basis.

In my current capacity, next to RTOC work, a certain amount of my working time is spent on issues requested via recent Montreal Protocol decisions, including involvement in the XXX/3 TEAP Task Force on unexpected CFC-11 emissions and involvement in a few other matters, mostly related to review work. As a senior research scientist, I also provide certain services for technical institutes (such as universities) on a part time basis, if these fit in certain annual teaching and research programs. For the remainder of my assignments for various entities, I act as an independent consultant. These entities include organisations involved in technical refrigeration and air conditioning issues, as well as organisations dealing with Montreal Protocol issues and those focusing on UNFCCC related climate issues. Organisations involved in Montreal Protocol issues include the United Nations Environment Programme (UNEP), the United Nations Industrial Development Organisation,(UNIDO) and the World Bank (WB). All consultancies are conducted on a short-term assignment basis. I do not own stock or have proprietary interest in companies producing ODS or their alternatives or substitutes, or companies developing or producing equipment that would apply (use) these.

A certain amount of work also related to these tasks is done on a voluntary basis. Travel and subsistence related to meetings of the RTOC and the XXX/3 Task Force are funded from the budget mentioned above.
