I have founded the company ref-tech engineering in 2012, an independent consulting organization with experts as partners. Services are related to product development for equipment and systems operating in transport refrigeration, industrial refrigeration, heat exchangers and compressors. I am working on risk assessments for refrigerants, investigation of annual energy consumption and operation of transport refrigeration equipment, on development of safety concepts, on a hydrocarbon refrigerant strategy project for the German Environmental Department and on certification of products. I am member of German standardization committee for safety. At ISO TC 104 Thermal Container, I am working as project leader for the development of a safety standard for flammable refrigerants for reefer container. Currently I work for international companies on future refrigeration technologies. Since 1994 I have been involved in matters related to the Montreal Protocol.

  2. I am a full-time employee of the United States Environmental Protection Agency’s (USEPA) Stratospheric Protection Division, Washington, DC. My responsibilities include working as Branch Chief of the Alternatives and Emissions Reduction Branch, Stratospheric Protection Division, and sector analyst in a program that includes reviews of alternatives for various sectors of use in support of the U.S. transition away from ozone-depleting substances (ODS). In this capacity, I work within the various sectors of ODS including the fire suppression sector to review the human health and environmental effects of alternatives to ozone-depleting halons, once widely used in many specialty industrial, military, marine, and aviation applications. I serve as member on a number of technical committees under the International Organization for Standardization (ISO), International Civil Aviation Organization (ICAO), and the National Fire Protection Association (NFPA). I also work on issues such as recovery/recycling and destruction of ODS with related government and nongovernmental organizations and stakeholders in the U.S. The USEPA has an interest in the topics of the Montreal Protocol because the Agency is responsible for implementing national regulations and policies to meet the US commitments under the Protocol. In addition, the USEPA has funded government and non-governmental organizations working on ozone layer protection, atmospheric science, and environmental and health effects research.

I was Director in the United Nations Environment Programme (UNEP) where I served as global head of UNEP’s OzonAction Programme. I had provided direct strategic advice to more than 100 developing countries in formulation and implementation of the Montreal Protocol. Apart from being reviewer and contributor for IPCC’s special report on 'Methodical and Technological issues in Technology Transfer'(2000), I was Coordinating Lead Author (`CLA) of IPCC-Intergovernmental Panel on Climate Change that shared the Nobel Peace Prize in 2007 with Al Gore.

I was member of the strategic committee for the publications of UNEP that included: UNEP Synthesis report on: ‘HFCs: Critical link between protecting Climate and Ozone’ (2011), UNEP report on Nitrous oxides, ‘Drawing Down N2O to Protect Climate and the Ozone Layer’ (2014). I was also expert reviewer of UNEP/WMO’s Scientific Assessment Panel’s report: ‘Scientific Assessment of Ozone Depletion-2014’and ‘UNEP’s Emission Gap’ report of 2015 and 2018 .
