This Global Nitrous Oxide Assessment is the first international report focused solely on nitrous oxide in more than a decade. It sheds new light on a super pollutant and is intended as a resource for policymakers, civil society, the private sector, the scientific community and others. An in-depth analysis of the nitrogen challenge (of which nitrous oxide is a part) will be outlined in the forthcoming International Nitrogen Assessment and a roadmap for action in the agri-food sector is the focus of a forthcoming CCAC assessment. The Global Nitrous Oxide Assessment is a combination of new modelling, using state-of-the-art Earth system, atmospheric and health impact models to quantify the effects of nitrous oxide on climate, air quality and ozone. It also synthesises the most recent peer-reviewed literature on nitrous oxide budgets, scenarios and abatement options. The findings of this Assessment have been peer reviewed by more than 40 external reviewers.

I refer to item 4(o) on the provisional agenda of the preparatory segment of the combined thirteenth meeting of the Conference of the Parties to the Vienna Convention for the Protection of the Ozone Layer (COP13) and Thirty-Sixth Meeting of the Parties to the Montreal Protocol on Substances that Deplete the Ozone Layer (MOP36) (UNEP/OzL.Conv.13/1–UNEP/OzL.Pro.36/1) relating to the classification of the State of Palestine as a party operating under paragraph 1 of Article 5 of the Montreal Protocol and access to support from the Multilateral Fund. The item was added to the provisional agenda at the request of the State of Palestine (see the note by the Secretariat on issues for discussion by and information for the attention of COP13 and MOP36, UNEP/OzL.Conv.13/2–UNEP/OzL.Pro.36/2, paragraph 103 and Annex III).

In a message dated 13 October 2024, the State of Palestine asked for the postponement of the consideration of item 4(o) to MOP37.

At the time of the adoption of the agenda of the preparatory segment of COP13/MOP36, the Co-Chairs of the preparatory segment will inform the delegates of this development and suggest the inclusion of the item in the provisional agenda of the forty-seventh meeting of the Open-ended Working Group of the Parties to the Montreal Protocol that is scheduled to take place from 7 to 11 July 2025.

The recent meeting of the Ozone Research Managers (attendees pictured in Figure 1) noted that, due to the success of the Montreal Protocol on Substances that Deplete the Ozone Layer (hereinafter, the Montreal Protocol), atmospheric abundances of tropospheric chlorine and bromine from long-lived ozone-depleting substances have continued to decline, and that evidence has strengthened for ozone recovery in some parts of the atmosphere.

This primer is intended to provide members of the Implementation Committee, especially new members, with a comprehensive understanding of the non-compliance procedure for the Montreal Protocol and the way in which the Committee has been operating since its establishment. In that regard, it is important to note that the non-compliance procedure adopted by the parties consists of only 16 paragraphs and that, like any entity, the Implementation Committee has developed a mode of efficient operation over time that, while firmly based on the non-compliance procedure, relies to a considerable extent on custom and precedent. For this reason, the primer refers to the requirements of the non-compliance procedure and, where necessary, explains the practice of the Committee, noting that such practice has evolved over time and will continue to do so. It is hoped that the primer will provide a basis for future advances in the timely and effective resolution of non-compliance cases while at the same time ensuring the consistent and transparent treatment of the issues by the Implementation Committee.
