Dear Sir/Madam,

I would like to remind you of decision XXXVI/4 on additional information on very short-lived substances (VSLS) adopted by the Thirty-Sixth Meeting of the Parties to the Montreal Protocol (MOP36), specifically of paragraphs 2 and 3 regarding information on national measures concerning use and/or emissions of VSLS. The requests in these paragraphs, together with other actionable parts of the decisions adopted during the combined thirteenth meeting of the Conference of the Parties to the Vienna Convention and MOP36, were communicated to all parties in a letter dated 20 December 2024.

In paragraph 2 of that decision, parties that have national measures concerning use and/or emissions of VSLS were invited to provide the Ozone Secretariat with information on those measures, on a voluntary basis, by 31 March 2025. Based on the information received from parties in accordance with this request, and in response to paragraph 3 of the same decision, the Ozone Secretariat will provide a compendium of national measures to be made available on its website.

If the aforementioned measures are in place in your country, the Secretariat would appreciate receiving information on those measures from your Government for inclusion in the requested compendium. Please communicate your response by email to Sophia Mylona (sophia.mylona@un.org) with a copy to MEA-ozoneinfo@un.org preferably before 31 March 2025.

We look forward to continuing our collaboration with your Government to implement the provisions of the Montreal Protocol.

I refer to item 4(o) on the provisional agenda of the preparatory segment of the combined thirteenth meeting of the Conference of the Parties to the Vienna Convention for the Protection of the Ozone Layer (COP13) and Thirty-Sixth Meeting of the Parties to the Montreal Protocol on Substances that Deplete the Ozone Layer (MOP36) (UNEP/OzL.Conv.13/1–UNEP/OzL.Pro.36/1) relating to the classification of the State of Palestine as a party operating under paragraph 1 of Article 5 of the Montreal Protocol and access to support from the Multilateral Fund. The item was added to the provisional agenda at the request of the State of Palestine (see the note by the Secretariat on issues for discussion by and information for the attention of COP13 and MOP36, UNEP/OzL.Conv.13/2–UNEP/OzL.Pro.36/2, paragraph 103 and Annex III).

In a message dated 13 October 2024, the State of Palestine asked for the postponement of the consideration of item 4(o) to MOP37.

At the time of the adoption of the agenda of the preparatory segment of COP13/MOP36, the Co-Chairs of the preparatory segment will inform the delegates of this development and suggest the inclusion of the item in the provisional agenda of the forty-seventh meeting of the Open-ended Working Group of the Parties to the Montreal Protocol that is scheduled to take place from 7 to 11 July 2025.
