Beyond Kigali: Priorities for HFC Phase Down in India

Organizer: CEEW Description: As an Article 5 country, India's HFC freeze and phase down will begin in 2028. The presentation will focus on two aspects crucial to India successfully phasing down HFCs: the servicing sector and low GWP technology innovation.

On the servicing sector, CEEW completed an extensive survey and Focused Group Discussions of AC technicians in three cities in the country, focusing on their service practices, knowledge about refrigerants to understand what incentives could improve servicing practices.

On innovation in low-GWP technologies, CEEW, in consultation with industry and other stakeholders, has proposed a blueprint for creating a technology ecosystem to bring low-GWP technologies into the market.

Kigali Amendment: How to assess climate benefits of energy efficiency?

Organizer: GIZ Proklima Description: With the adoption of the Kigali Amendment, assessing the climate impact of MLF-funded activities has become an essential issue also under the Protocol Montreal (MP). Given the importance of both energy and refrigerant-related emissions on the overall climate impacts of refrigeration and air-conditioning (RAC) systems, new benchmarks for the evaluation of HFC-phase down projects need to be developed. Ideally, future MLF projects offer verifiable climate benefits through promoting higher energy efficiency technologies in addition to low GWP refrigerants.

Acknowledging the huge climate impact of energy-related emissions, the parties of the MP have requested the Executive Committee “to develop cost guidance associated with maintaining and/or enhancing the energy efficiency of low-GWP or zero-GWP replacement technologies and equipment, when phasing down HFCs, while taking note of the role of other institutions addressing energy efficiency, when appropriate”1. In light of this demand to deliver measurable climate benefits through energy efficiency improvements, the MP is confronted with new complexities.

Seeking to dissolve these complexities, this German side event introduces different methodological approaches followed by inputs from manufacturers sharing their practical experiences in assessing direct F-gas and indirect energy emissions of RAC appliances. Based on the insights gathered, the event gives the floor to discussions about opportunities and challenges of different methodological approaches for the development of new benchmarks and MLF project boundaries.

Organizer: GIZ Proklima Description: The refrigeration, air conditioning and foam (RAC&F) sectors are responsible for largely growing amounts of CO2 and HFC emissions that occur during production, operation and end of life of cooling appliances. The climate goals set out in the Paris Agreement and the Kigali HFC amendment to the Montreal Protocol ask for significant reduction of energy use and HFC consumption over the next decades.

Covering both 1) CO2 emissions resulting from the electricity generation for cooling appliances and 2) the direct HFC emissions caused by leakage of refrigerant gases during manufacturing, servicing/operation, and at end-of-life of cooling appliances, is still an exception – the climate impact of RAC&F appliances often remains unknown. However, a comprehensive RAC&F sector inventory and data management is one of the first measures that countries need to undertake to develop effective policies towards sustainable RAC&F sectors, in line with both agreements.

Germany supports a number of countries in developing GHG inventories in the RAC&F sectors. During this side event, we will introduce the RAC&F inventory methodology and its various benefits beyond picturing the sector’s GHG emissions. Furthermore, practitioners and representatives from selected partner countries will present their experiences gathered in the course of implementing GHG inventories in the RAC&F sectors.
