Description:    Co-Sponsored by the Lawrence Berkeley National Laboratory (LBNL)-USA, the Institute for Governance & Sustainable Development (IGSD)-USA and the TERRE Policy Centre (TERRE)-India This side event presents new analysis by Lawrence Berkeley National Laboratory that builds on work by the Clean Energy Ministerial initiative on Super-Efficient Equipment and Appliance Deployment (SEAD) for mini-split air conditioners. LBL researchers are analyzing greenhouse gas reductions and other co-benefits including economic that will be possible if various countries (including those in Middle East and other regions) increase energy efficiency of RAC equipment at the same time as the switch to low-GWP alternative refrigerants. Experts will make a brief presentation followed by discussion of how the environmental, health, and prosperity and sustainable development co-benefits can be captured by Article 5 Parties if additional funding and technical assistance are available from the Multilateral Fund (MLF) and other sources.

Green Cooling Technologies: Linking the Montreal Protocol and the UN Technology Mechanism (1300-1500)

Description:    For more than 25 years, the Montreal Protocol has successfully demonstrated that technology cooperation projects provide strong incentives to national and international strategies in protecting the ozone layer and the global environment, while at the same time support national development in the refrigeration, air-conditioning and foam sectors. Learning from this experience the Green Cooling Initiate (GCI) links ozone protection to current efforts of the UNFCCC Technology Mechanism and its newly founded operational arm, the Climate Technology Center and Network (CTCN). Through the CTCN, developing countries can request quick technical assistance for accelerated development and transfer of climate technologies. The CTCN provides an excellent chance to link green cooling technology partnerships with national needs for technical assistance and know-how transfer of the UN Technology Mechanism. The GCI is funded by the International Climate Initiative by the German Federal Ministry for the Environment, Nature Conservation, Building and Nuclear Safety (BMUB).

Open debate on global trends and developments to reduce HFC emissions - an industry perspective (1300-1500)

Description:    Political leaders from around the world have emphasised the need for global action to reduce HFC emissions and initiatives under the Montreal Protocol, such as the North American Proposal and the more recent EU discussion paper, have further stimulated discussions. Despite ongoing discussions, achieving a global agreement is a challenge. This is due to various factors, such as significant differences between regions in the world in terms of their climate, economy and market dynamics, but also because there is a lack of information, data and evidence about the feasibility to take global action on HFCs. EPEE’s workshop aims at providing input from the perspective of industry in Europe – the first region in the world that has a binding legislation stipulating a phase-down of HFC consumption.
