Stratospheric ozone (O3) losses and consequent increases in surface ultraviolet (UV) radiation remain a health concern due to close association with skin cancers and cataracts. This study estimated how emissions of ozone‐depleting substances (ODS) affect, via O3 reductions, surface UV radiation and associated health impacts in Australia compared to the United States. We used climatological atmospheric data and the U.S. Environmental Protection Agency's Atmospheric Health Effects Framework (AHEF) model to estimate these effects for historic and projected ODS emissions.

TheMontreal Protocol on Substances thatDeplete theOzone Layer has greatly restricted the global production and consumption of long-lived ozonedepleting substances (ODS).However,ODS used or consumed as feedstocks in the manufacture of other chemicals are excluded from restrictions. This exclusion was based on the assumption that emission rates of feedstocks were only 0.5% of the amount produced and that feedstock production would decline in the future, with remaining emissions too small to significantly affect the stratospheric ozone or its recovery. In sharp contrast, feedstock emissions are now assessed as being substantially higher (typically 3.6% of production), and feedstock production and use has been rising rather than falling.

GLOBAL ACTION FOR A COOLER PLANET

Celebrating 10 years of sustainable cooling under the Kigali Amendment to the Montreal Protocol  

Once the posters, social media, videos and other assets have been finalised, they will be made available on the WOD2026 designated website, and the parties will be informed accordingly. 

As in previous years, the Secretariat is pleased to provide limited financial assistance to a few selected Article 5 parties to contribute towards organising their national activities to commemorate the day. 

The revised United Nations Environment Programme partnership policy may require additional documentation and assessments from partners we will engage with for WOD2026. In anticipation of the possible longer timeframe for the necessary agreements to be put in place to enable disbursement of funds to the partners selected for financial assistance, I am writing to you earlier than usual. 

Interested parties are invited to submit their plans of celebration activities, including a planned budget, and requests for assistance no later than Friday, 24 April 2026. Kindly send them to stephanie.haysmith@un.org with a copy to the Secretariat at mea-ozoneinfo@un.org

The few selected parties will be notified within a week of the closing date with information on the required documentation under the partnership policy and submission deadlines.

OEWG48 will be held from 13 to 17 July and ExMOP6 will be held on 14 July 2026.
