I, Robert T. Wickham, appointed by the Halons Technical Options Committee co-chairs as a Consulting Expert, residing in the United States of America, declare as follows.

1. I have read the Conflict of Interest and Disclosure Guidelines for the Technology and Economic Assessment Panel, Its Technical Options Committees and Temporary Subsidiary Bodies (“the COI Guidelines”) as adopted by the Meeting of the Parties in Decision XXIV/8.
2. I am the Principal of Wickham Associates, a consulting engineering firm located in Stratham, New Hampshire, USA.  My responsibilities include the overall direction of the firm.  The firm is engaged in providing: (a) advice on codes and standards for fire extinguishing agents and systems and (b) acquisition support for fire extinguishing systems' businesses and technologies.
3. This declaration constitutes my written agreement, pursuant to paragraph 8 of the COI Guidelines, to comply with the Guidelines.  I understand that this written agreement is a condition of my service.
4. My interests (and those of my wife; we have no dependent children) include the following –
   • Proprietary interests:I do not have a proprietary interest in a substance, technology or process (e.g., ownership of a patent) to be considered by the Technology and Economic Assessment Panel or any of its technical options committees or temporary subsidiary bodies.  This is also the case for my wife.
   • Financial interests:I do not own or exercise control over shares or bonds in an entity with an interest in the subject matter of the meeting or work except for shareholdings through general mutual funds where I have no control over the selection of shares.  This is also the case for my wife.
   • Employment, consultancy, directorship or other positions:I am not employed by, do not consult for, do not serve as a director or hold any other position for any entity which has an interest in the subject matter of the Technology and Economic Assessment Panel.  This is also the case for my wife.
   • Government advice and other policy development:I do not provides advice on significant issues to a government with respect to its implementation of the Montreal Protocol or engaging in the development of significant policy positions of a government for a Montreal Protocol meeting. This is also the case for my wife.
   • ​Paid research activities, fellowships or grants:I am not the recipients of any paid research activities or any fellowships or grants for work related to a proposed use of an ozone-depleting substance or an alternative to a proposed use of an ozone depleting substance.  This is also the case for my wife.
   • Other interests:I have no other interests related to the subject matter of the Technology and Economic Assessment Panel or the Montreal Protocol.  This is also the case for my wife.
5. The source of funding for my participation in the work of the Halons Technical Options Committee (HTOC) is from company funds of Wickham Associates.
6. Pursuant to paragraph 11 of the COI Guidelines I declare that I have not declined to disclose information falling within paragraph 10 of those Guidelines. 
7. I undertake to disclose any material change to any of the above information, pursuant to paragraph 9 of the COI Guidelines, within 30 days of any such change.
8. I undertake to make further declarations of interest annually for so long as I remain a consulting expert to the Halons Technical Options Committee (HTOC).
9. I understand that this DOI will expire no later than one year after I have signed it.
