I, Jeffrey J. Morsch, residing in Richmond, Virginia, USA, appointed as member of TEAP’s Task Force on Destruction Technologies under decision XXIX/4 declare as follows.
- I have read the Conflict of Interest and Disclosure Guidelines for the Technology and Economic Assessment Panel, Its Technical Options Committees and Temporary Subsidiary Bodies (“the COI Guidelines”) as adopted by the Meeting of the Parties in Decision XXIV/8.
- I am the current Program Manager for the United States Department of Defense Ozone Depleting Substances (ODS) Reserve. My responsibilities include management of an 11+ million pound inventory of ozone depleting halons, refrigerants and solvents utilized by U.S. military services in mission-critical systems and equipment. Management tasks include maintaining a working knowledge of current and emerging policies, regulations and laws pertaining to the management, use and transportation of ODS.
- This declaration constitutes my written agreement, pursuant to paragraph 8 of the COI Guidelines, to comply with the Guidelines. I understand that this written agreement is a condition of my service.
- My interests, and those of my personal partner and dependents, include the following (if answer is yes, describe briefly)
- Proprietary interests: I do not have proprietary interest in a substance, technology or process to be considered by TEAP or any of its TOCs or temporary subsidiary bodies (e.g. task forces).
- Financial interests: I do not have ownership, shares or bonds in an entity with an interest in the subject matter of the meeting or work.
- Employment, consultancy, directorship or other positions: In my capacity as Program Manager for the U.S. DOD ODS Reserve I am involved in “end of life” disposition of non-reclaimable and excess material.
- Government advice and other policy development: In my capacity as Program Manager for the U.S. DOD ODS Reserve I am tasked to consult with and provide advice to the U.S. Department of Defense and Service Departments on matters pertaining to storage, transport and disposition of ODS; changing Service Department product requirements and methods to reach and maintain required inventory levels.
- Paid research activities, fellowships or grants: Not Applicable.
- Other interests:
- The source of funding for my participation in the work of the TEAP Task Force on destruction technologies is my normal salary as participation in such activities is within the scope of my current position.
- Pursuant to paragraph 11 of the COI Guidelines, I declare that I have not declined to disclose information falling within paragraph 10 of those Guidelines.
- I undertake to disclose any material change to any of the above information, pursuant to paragraph 9 of the COI Guidelines, within 30 days of any such change.
- I undertake to make further declarations of interest annually for so long as I remain a member of the TEAP Temporary Subsidiary Body.
- I understand that this DOI will expire no later than one year after I have signed it.
