The transition from HCFC to HFC has brought climate aspects of ODS replacement into focus under the Montreal Protocol. While discussions are ongoing in view of an HFC amendment, monitoring and measuring the climate impact becomes an essential issue under the protocol. The role of energy efficiency remains an issue that raises many questions from parties.
So far, the MP has mainly been dealing with the impact of chemical substances on ozone depletion, recognising their importance on the climate. The direct control of chemical substances either through import, export or production has been a reliable benchmark for compliance and financial incentive structures under the MP.
Controlling CO2 emissions through energy consumption is a different challenge, as numerous particularities of energy supply and demand patterns that vary largely from case to case and country to country have to be taken into account.
This side event investigates possibilities of assessing emissions in the energy and in the RAC sector in particular. It aims to identify challenges when determining project boundaries. It further illustrates complexities in the generalisation of approaches for assessment, monitoring, evaluation and promotion of energy efficiency. The discussion will include aspects of compatibility and integration of approaches, both under the UNFCCC and the MP.
Finally it will relate those findings to the overall reduction of GHG potentials in the RAC sector, including direct emissions. For more information contact:
