Illegal Trade in Controlled Substances under the Montreal Protocol and its Kigali Amendment: Trends, Drivers and Policy Responses
Time Description Venue
13:00 - 15:00
CAT Kigali
Organizer: UNEP OzonAction

Description:  The side-event will serve to launch the report on Illegal Trade in Controlled Substances under the Montreal Protocol and its Kigali Amendment in the Past Decade: Trends, Drivers and Policy Responses developed in cooperation with the UNODC, WCO, EUROPOL and EIA. The event will present key findings on evolving illegal trade patterns, enforcement challenges and policy responses, including the growing role of online marketplaces.

VSLSs: A Growing Uncontrolled Threat to the Ozone Layer
Time Description Venue
13:00 - 15:00
CAT Kigali
Organizer: Accra-Helsinki Group on Sustainable Cooling

Description: Chlorinated VSLSs are largely unregulated and have grown rapidly due to industrial use. Although they remain in the atmosphere for only a short time, large emissions transport chlorine into the stratosphere and contribute to ozone destruction. While MP controls have successfully reduced emissions of traditional ozone-depleting substances, increasing emissions of unregulated chlorinated VSLSs may offset these gains. Accra-Helsinki side event presents recent research on VSLS's and seeks solutions to the problem.

Improving Estimates of European F-gas Emissions by Atmospheric Monitoring
Time Description Venue
13:00 - 15:00
CAT Kigali
Organizer: European Commission and Germany

Description: Over the past years Europe has extended its observational network for high accuracy observations of fluorinated gases, which includes both ozone depleting substances and HFCs regulated under the Kigali amendment to the Montreal Protocol. Scientists will present the extended European network and F-gas emissions derived from the observations and compare these to reported emissions, which were realised within EU funded projects, in particular the PARIS project. We further show and discuss future projections of F-gas emissions and how these can be improved from better knowledge of current emissions.

From Demonstration to Investment: Accelerating Sustainable Cooling Markets through Evidence, Finance, and Partnerships
Time Description Venue
18:00 - 20:00
CAT Kigali
Organizer: United Nations Development Programme (UNDP) and Cool Up programme

Description: Ten years after the adoption of the Kigali Amendment, attention is increasingly shifting from commitments and regulatory frameworks to implementation, investment, and market transformation.

For Article 5 countries, success requires more than reducing HFC consumption. It depends on access to climate-friendly technologies, technical and institutional capacity, enabling policies, financing mechanisms, and practical evidence that sustainable cooling solutions can work under real market conditions.

Bringing together perspectives from the Türkiye National Ozone Unit, Guidehouse, UNDP, and Frankfurt School of Finance & Management, this side event will explore how demonstration projects can accelerate policy implementation, unlock financing, and turn proven solutions into investment and market opportunities at scale.

Cold Chain Temperature Standards, Refrigerants and Efficiency for Cutting Food Loss and Emissions for Kigali's Next Decade
Time Description Venue
18:00 - 20:00
CAT Kigali
Organizer: International Institute of Refrigeration (IIR) and Climate & Clean Air Coalition (CCAC)

Description: Nearly a third of the world's food is lost between harvest and plate, often of lack of proper cooling. This side event marks the launch of the 5th edition of Recommendations for Chilled Storage of Perishable Produce, the International Institute of Refrigeration's flagship reference guide on chilled storage conditions, first published in 1979, revised in 2000, and now updated with contributions from specialists worldwide. Alongside the launch, the Climate and Clean Air Coalition will present ongoing cold chain projects supporting developing countries in building sustainable, energy-efficient refrigeration capacity.

As the Kigali Amendment reaches its 10th anniversary, the session speaks directly to Article 5 countries expanding cold chain infrastructure while phasing down HFCs, where the choices made today about equipment and technology will shape food security and climate outcomes for decades.

The side event will also give the floor to scientists, country representatives, industry and international organization to discuss cold chain.

Closing the Loop on ODS and HFCs: Reclaim and Destruction in the LRM Architecture
Time Description Venue
18:00 - 20:00
CAT Kigali
Organizer: Carbon Containment Lab (CC Lab) and A-Gas

Description: As ODS and HFC phase-downs progress, attention is shifting from what enters the market to what leaves it. Large volumes of refrigerants remain in equipment and stockpiles, and their end-of-life management will determine whether they are emitted or contained, and whether the full climate and ozone benefits of the Montreal Protocol are achieved. This side event examines how recovery, reclaim and destruction can be improved and scaled, taking a holistic view of what it takes to get end-of-life management right.
