Description: Assessing the climate impact of existing ozone depleting substances (ODS) banks is crucial when pointing to the political necessity for measures regarding the collection and destruction of ODS banks. Within the project “Management and destruction of existing ozone depleting substances in ODS banks”, funded by German Federal Ministry for the Environment, Nature Conservation, Building and Nuclear Safety (BMUB) via its International Climate Initiative (IKI), GIZ Proklima has analyzed available consumption data on ODS banks from the Ozone Secretariat.
During this event, we will present the results of the performed analysis and describe the dimensions of global and regional banks. The potential climate impact of ODS banks of presently 9.9 Gt CO2 eq. is alarming and needs international action and support to mitigate emissions. There is an urgent need to pay more attention to this issue and the window of opportunity is closing rapidly, at least for the ODS bank.
While the ODS bank is projected to decline, the HFC bank will increase. Since ODS in A5 are replaced by high GWP HFCs until 2030, the overall emission of the ODS and HFC bank remain at a high level until 2050, with annual average emissions of about 200 Mt CO2 eq in A5 countries. Proper end-of-life ODS and HFC management and destruction is not obligated under the Montreal Protocol and emissions remain high.
Following the negative impact on the climate and ozone layer, efforts at national and international level to manage global banks need intensification and financing possibilities in the field of climate change should be assessed. Many best practice examples exist already, for example in the EU, illustrating opportunities for global registration. National concepts and possible instruments, such as extended producer responsibility schemes and other funding approaches, will be discussed during the event.
