Challenges, opportunities and key early actions for the phase down of HFCs and launch of the study “Africa and the Kigali Amendment”

Organizer: UNIDO/Italy (IMELS)/CCAC Description: At this side event, we want to discuss current needs and challenges, but most importantly also identify opportunities for African countries to make the Kigali Amendment a success. The publication “Africa and the Kigali Amendment”, produced by UNIDO, with support from the Italian government, Italian Ministry for the Environment Land and Sea (IMELS), will be launched. The lead authors and international experts will present general guidance on the Amendment’s major obligations, deadlines and opportunities. In addition, the panel with the support of the audience, will discuss possible sets of early activities to be adopted for a smooth and effective KA ratification, implementation and enforcement. The side-event will also address different fields of HFC applications and aims to familiarize participants with challenges to be faced and provide an overview of the climate-friendly and cost-effective alternative technologies available in several sectors. Participants will receive the following two new publications as digital copy on a USB stick: “Ready, steady, go! ODS Banks - Assessing the climate impact of an unseen environmental threat

Organizer: GIZ Description: Assessing the climate impact of existing ozone depleting substances (ODS) banks is crucial when pointing to the political necessity for measures regarding the collection and destruction of ODS banks. Within the project “Management and destruction of existing ozone depleting substances in ODS banks”, funded by German Federal Ministry for the Environment, Nature Conservation, Building and Nuclear Safety (BMUB) via its International Climate Initiative (IKI), GIZ Proklima has analyzed available consumption data on ODS banks from the Ozone Secretariat. During this event, we will present the results of the performed analysis and describe the dimensions of global and regional banks. The potential climate impact of ODS banks of presently 9.9 Gt CO2 eq. is alarming and needs international action and support to mitigate emissions. There is an urgent need to pay more attention to this issue and the window of opportunity is closing rapidly, at least for the ODS bank. While the ODS bank is projected to decline, the HFC bank will increase. Since ODS in A5 are replaced by high GWP HFCs until 2030, the overall emission of the ODS and HFC bank remain at a high level until 2050, with annual average emissions of about 200 Mt CO2 eq in A5 countries. Proper end-of-life ODS and HFC management and destruction is not obligated under the Montreal Protocol and emissions remain high. Following the negative impact on the climate and ozone layer, efforts at national and international level to manage global banks need intensification and financing possibilities in the field of climate change should be assessed. Many best practice examples exist already, for example in the EU, illustrating opportunities for global registration. National concepts and possible instruments, such as extended producer responsibility schemes and other funding approaches, will be discussed during the event.

The film recounts the early uses of CFCs, the first clues that these chemicals may be dangerous, the shocking discovery of the hole and the unprecedented international response to solve this planetary problem.
