This side event will present findings from a survey of HFO intellectual property issues and opportunities, including a consolidation of contributions from both non-Article 5 and Article 5 fluoro-chemical producers. It will include a panel discussion with specialists and practitioners active in the analysis of intellectual property rights as it is related to the Montreal Protocol. Panel discussions will focus on potential options for technology cooperation between industries in developed and developing countries, and suggestions on the way forward to address IPR and technology transfer issues.

This event will outline the emerging consensus on cost-effective, immediately available, technical alternatives to high-GWP HFCs. The presentations combine the findings of government justification for national regulations, industry support for national and international phasedown of HFCs, US EPA SNAP listing of allowed low-GWP alternatives and prohibited HFC technology, analysis by think tanks and independent experts, and actual market penetration.
