Implementation of the EU quota system on HFC consumption

The European Commission has recently implemented a stepwise reduction of CO2eq HFC consumption in the EU in line with Regulation (EU) No. 517/2014. The EU measure is not dissimilar to the HFC amendment proposals currently being discussed at Montreal Protocol. It foresees a reduction of HFC consumption (in this case down to 21% by 2030) compared to a baseline consumption in earlier years (in this case the 2009-2012 average). A closer look at the mechanism with which the EU is planning to accomplish this feat will offer instructive insights as to what a global mechanism to the phase down of HFC consumption in both non-A5 and A5 countries could look like. This side event will cover the CO2eq HFC consumption reduction schedule in the EU and present the quota allocation mechanism implemented by the EU. The analysis will include insights into the scope of the mechanism – in terms of which substances, applications and activities are covered – as well as its legal background. The EU HFC Registry is the heart of the allocation mechanism and its de facto link with the EU F-gas reporting system will be highlighted. An overview on current and planned enforcement activities including the (servicing and product) bans that have already been established for various applications will be provided. Furthermore, this side event will elaborate on the experience from the EU quota system, providing insights for further discussions on the global phase down of HFCs.

A Feasibility Study for District Cooling on the island of Male, Maldives, was carried out by UNDP with funding support from the CCAC to provide information on cost and financing options available for implementing climate-friendly district cooling technology on the island. This side event co-organized by UNDP and the CCAC will present the results of the study and explore ways of replicability in other LVC countries.
