Organizer: NOAA Description: The event will focus on the scientific study on an unexpected and persistent increase in global emissions of the ozone-depleting substance trichlorofluoromethane (CFC-11) published in the journal Nature on 16 May 2018, revealing that emissions of CFC-11 have increased in recent years despite the reported elimination of CFC-11 production under the Montreal Protocol.

Best Practices in RAC-inventory processes (Working Title)

Organizer: GIZ Description: The RAC sector is a rapidly increasing contributor to climate change. It is estimated that the cooling sector will account for 13% of the GHG emissions by 2030. The climate goals set out in the Paris Agreement and the Kigali HFC amendment ask for significant reduction of energy use and GHG emission reductions over the next decades. This implies addressing a) CO2 emissions resulting from the electricity generation for cooling appliances, b) the direct HFC emissions caused by leakage of refrigerant gases during manufacturing, servicing/operation, and c) HFC and ODS emissions from old cooling appliances (so-called ODS Banks). Most countries do not account for HFCs in their national GHG inventories and haven’t developed ODS and HFC Banks inventories. The climate impact of RAC appliances over the entire lifecycle thus often remains unknown.

During this German side event, we will focus on the methodological approach of inventory processes and will introduce our new HFC emissions reporting tool that assists countries in HFC emissions reporting to the UNFCCC. Furthermore, representatives from selected partner countries will share their experiences gathered during the development of the different inventories and how they were put into practice.

Capacity building as a bridge for energy efficiency in support of the refrigerant transition

Organizer: K-CEP Description: Policymakers will provide examples of how they are building capacity for improving the energy efficiency of cooling equipment in support of the refrigerant transition, including developing national cooling plans, strengthening policies and programs, designing demonstration projects and financial mechanisms, and building industry capacity to design, service, and source more efficient components and equipment.
