The Vienna Convention for the Protection of the Ozone Layer and the Montreal Protocol on Substances that Deplete the Ozone Layer logo was developed to provide a distinct brand for the two treaties across various communication assets and applications. The visual identity guideline is designed to provide a comprehensive overview of applications and correct use of the logo.

Dear Sir/Madam,

I would like to take this opportunity to remind parties of the following resources and documents presented during the forty-eighth meeting of the Open-ended Working Group of the Parties to the Montreal Protocol (OEWG48) on which the Ozone Secretariat would be grateful to receive inputs by the deadlines indicated below:

      1.     Online costing tool for monitoring stations

The Ozone Secretariat has developed an online interactive tool to enable parties to estimate the costs for the establishment and operation of monitoring stations, taking into account their national circumstances. The tool can be accessed through this link:

Parties are kindly invited to test the current version of the tool and provide comments and suggestions to the Ozone Secretariat, by 31 August 2026 to support the preparation of a final version to be launched at the Thirty-Eighth Meeting of the Parties (MOP38) later this year.

      2.     Questions relating to ensuring the viability of Montreal Protocol operations

Under the agenda item on ensuring the viability of Montreal Protocol operations, the Secretariat had compiled a list of questions formulated by participants during the contact group discussion. The Working Group agreed to invite parties to submit their additional questions by 31 August 2026. The list of questions formulated by parties at OEWG48, together with any additional questions to be received from parties by
31 August 2026, will be the basis of the supplementary report to be prepared by the Secretariat for MOP38.

      3.     Practical guide on transboundary movements of Montreal Protocol controlled substances and related equipment

The Ozone Secretariat, in collaboration with the secretariat of the Basel, Rotterdam and Stockholm conventions and the Multilateral Fund secretariat, had prepared a practical guide on transboundary movements of controlled substances and the equipment containing them. A draft version of the guide was posted on the OEWG48 meeting portal for review and use by parties under the pre-session documents tab. Comments received by 31 August 2026 will be taken into account in the next iteration of the guide.

      4.     Briefing note on KA@10 and case studies

As indicated by the representative of Rwanda at OEWG48, a concise briefing note being prepared by the Secretariat, outlining the achievements, challenges and future opportunities associated with the Kigali Amendment is available on the dedicated website for the 10th anniversary of the Kigali Amendment as well as the MOP38 meeting portal of the Secretariat’s website. The Secretariat would be grateful to receive comments on this briefing note by 11 September 2026.

In addition, as part of the briefing note and separately we would like to feature case studies on successful and innovative actions and activities to implement the Kigali Amendment. Parties and other stakeholders are invited to submit case studies. If helpful, the format of the case studies presented in the annex to the draft briefing note may be used. Please send the case studies by 11 September as well.

Effects of Ozone‐Depleting Substances on Ultraviolet Radiation and Skin Cancer Rates in Australia and the United States of America paper

Stratospheric ozone (O3) losses and consequent increases in surface ultraviolet (UV) radiation remain a health concern due to close association with skin cancers and cataracts. This study estimated how emissions of ozone‐depleting substances (ODS) affect, via O3 reductions, surface UV radiation and associated health impacts in Australia compared to the United States. We used climatological atmospheric data and the U.S. Environmental Protection Agency's Atmospheric Health Effects Framework (AHEF) model to estimate these effects for historic and projected ODS emissions.
