Title: Cooling with Purpose: Transforming Consumer Choices for Room Air Conditioner Efficiency
Description: AEEE, CHAI, and CLASP propose to host a dynamic panel and roundtable discussion focused on consumer-side interventions that enhance the operational energy efficiency of room air conditioners (RACs).
The side event will spotlight the unique challenges and opportunities in the Global South, where a combination of policy interventions and market development programs are essential to address the surging demand for cooling; exploring a broad range of compelling demand-side interventions illustrated by case studies – for example, showcasing electricity utilities as pivotal change agents.
The discussion aims to uncover how market development programmes and behavioural nudging can complement policy measures, aligning energy efficiency advancements with the HFC phase-down goals set by the Kigali Amendment, thus paving the way for a sustainable cooling future.

Title: Australia Approach to Lifecycle Refrigerant Management – 20 Years Back and 20 Years Forward
Description: Australia implemented its approach to lifecycle refrigerant management in 2004 through a co-regulatory approach which included controls on refrigerant sales and banning disposable cylinders, requirements for companies and technicians using refrigerant to be licensed, and mandatory refrigerant recovery. This panel brings together relevant government and industry leaders to explain Australia’s approach, what has worked and what hasn’t, and what should be considered as the next steps to improve Australia’s approach to lifecycle refrigerant management.

Title: Back to the Future: Approaches to Operationalising Energy Efficiency for Sustainable HFC Phase Down
Description: This event will draw from and build on World Bank experience related to climate and energy efficiency (EE) linkages under the Multilateral Fund and beyond to present on instruments and possible approaches to operationalising and delivering financing for maintaining and enhancing energy efficiency alongside HFC phase down.
The event will provide background on energy efficiency challenges, the range of financial instruments for delivering support for EE improvement, and some current offerings and support tools for sustainable cooling under the World Bank Group as well as past experiences and lessons learned.
The potential for, and applicability of applying these experiences as well as initiatives in the larger EE arena in the context of HFC phase down and the new MLF Operational Framework to Support Maintaining and/or Enhancing Energy Efficiency will be considered and discussed.

Title: Strong Workforce Development for Lifecycle Refrigerant Management: Lessons and Recommendations
Description: A well-trained, well-equipped, empowered workforce – which can often be a rate-limiting step when it comes to the successful reclaim of refrigerants – is critical to unlocking the significant ozone and climate benefits of Lifecycle Refrigerant Management (LRM). This side event, organized by NRDC and EIA, will bring together experts to discuss and highlight country-specific efforts, share lessons learned and offer recommendations on workforce development as it pertains to LRM.
The Technology and Assessment Panel (TEAP)’s report on LRM underscores the importance of comprehensive and continuous technician training and access to appropriate equipment as the backbone of effective refrigerant lifecycle management.
