Title: National Cooling Actions Plans (NCAPs): Building regional policy synergies to deliver Sustainable Cooling

Description: This event highlights National Cooling Actions Plans (NCAPs) as a global policy best practice to address the triple strategy of sustainable cooling - passive cooling, energy efficiency, and the phase down of climate warming refrigerants - through a comprehensive, cross-sectoral approach. By establishing baselines, setting clear targets, and identifying priority actions, NCAPS provide concrete frameworks to expand access to cooling while minimizing environmental impacts and maximizing socio-economic benefits. They help mainstream cooling into national and international agendas, establish baseline, priorities solutions and set targets thereby raising ambitions and create pathways to expand cooling access aligned with development and climate goals. They make a compelling investment case for efficient, climate friendly technologies. As such, NCAPs are concrete policy frameworks and essential tools to deliver with the NDCs, KIPs and Global Cooling Pledge commitments.

The session would serve as training for policy makers with a practical understanding of the Global NCAP Methodology, and its regional approach being developed for MENA region by UNEP Cool Coalition, RCREEE and other partners supported by CCAC. Along with this, would serve as platform for global collaboration and knowledge exchange on NCAPs. This includes real-world best practice, cover key implementation challenges and showcase country examples.

Title: Recovery, Recycling, and Reclamation of Refrigerants in Article 5 Countries: Achievements and Challenges

Description: Under the Montreal Protocol on Substances that Deplete the Ozone Layer, Article 5 countries (developing countries) have made significant strides in phasing out ozone-depleting substances (ODS), including chlorofluorocarbons (CFCs) and hydrochlorofluorocarbons (HCFCs). As attention now shifts to high-global-warming-potential (GWP) hydrofluorocarbons (HFCs), the environmentally sound management of refrigerants through recovery, recycling, and reclamation (RRR) plays a crucial role in reducing emissions of ozone-depleting substances (ODS) and high-global-warming-potential (GWP) hydrofluorocarbons (HFCs), while supporting circular economy approaches in the cooling sector.

While numerous Article 5 countries have established recovery and recycling networks under the HCFC Phase-out Management Plans (HPMPs), sustainable implementation remains a challenge due to technical, regulatory, financial, and awareness-related barriers.

This side event aims to highlight concrete achievements, discuss practical challenges, and explore innovative pathways to strengthen RRR systems as part of the broader refrigerant management strategy in Article 5 countries.

Title: Beyond Refrigerants: Scaling Alternative Technologies under the Kigali Amendment

Description: As Parties implement the Kigali Amendment and advance the transition away from high-global-warming-potential (high-GWP) hydrofluorocarbons (HFCs), Alternative Cooling Technologies (ACTs) are emerging as critical complements to refrigerant-based strategies. This side event will spotlight early-stage ACTs, both passive and non-vapour compression active systems, and discuss their potential to expand the technological landscape of the Montreal Protocol.

The event will present a curated set of innovative ACT examples and explore pathways for enabling their demonstration, scaling, and assessment. The session will also review key takeaways from recent OEWG and MOP discussions and introduce a forthcoming background paper on ACTs. Participants will gain insights into how ACTs can support compliance, spur climate innovation, and inform future Technology and Economic Assessment Panel (TEAP) activities.
