I, Marta Pizano, nominated by Colombia and residing in Bogotá, Colombia, have been re-nominated by the Parties to the Montreal Protocol as co-chair of MBTOC until 31st December 2021 and co-chair of TEAP until 31st December 2022. I declare as follows:

  1. I have read the Conflict of Interest and Disclosure Guidelines for the Technology and Economic Assessment Panel, Its Technical Options Committees and Temporary Subsidiary Bodies (“the COI Guidelines”) as adopted by the Meeting of the Parties in Decision XXIV/8.
  2. My responsibilities include 
    I am an independent consultant in the past often working for the Montreal Protocol Implementing Agencies involved with methyl bromide users and other key stakeholders in many countries, to identify and implement alternatives to methyl bromide, including research on QPS uses and their alternatives. I have consulted mostly for the United Nations Industrial Development Organization (UNIDO), but occasionally also United Nations Development Programme (UNDP), United Nations Environment Programme (UNEP) and the World Bank (WB). I have also assisted the Montreal Protocol Multilateral Fund (MLF) in the preparation of evaluations relating to methyl bromide and other ozone-depleting substances (ODSs). All work has been conducted on a short-term assignment basis, as an external consultant.
  3. Neither myself nor my husband (an orthopaedic surgeon) nor our children own stock or have proprietary interest in companies producing ODS or their alternatives or substitutes.
  4. I also consult for floriculture and horticulture trade associations, Government programmes and agencies (i.e. USAID) in Latin America and Africa, particularly on improving trade competitiveness and sustainable production issues.
  5. This declaration constitutes my written agreement, pursuant to paragraph 8 of the COI Guidelines, to comply with the Guidelines.  I understand that this written agreement is a condition of my service.

As a consultant who is self-employed, I conduct other work related to the Panel and MBTOC on a voluntary (unpaid) basis.

I have recently led and still lead research programs related to reduction in emissions of nitrous oxide in horticultural industries and projects related to control of soilborne plant pathogens. I also led other programs not related to ODS substances, such as understanding the impact of smoke taint from bushfires in the wine industry.
  3. This declaration constitutes my written agreement, pursuant to paragraph 8 of the COI Guidelines, to comply with the Guidelines.  I understand that this written agreement is a condition of my service.

I am currently an independent consultant, and formerly a research scientist with the Commonwealth Scientific and Industrial Research Organization (CSIRO).  My consultancy work is principally in the area of fumigation and nonchemical processes in pest management and disinfestation in postharvest foodstuffs and other durable commodities, including timber. Recent contracts have included supply of opinions as an expert witness, design studies for methyl bromide and phosphine fumigation systems, consultations on and practical application of methyl bromide recapture systems, including work for Nordiko Pty Ltd, a commercial provider of recapture and fumigant ventilation systems. I have only one current contract with government departments – relating to provision of advice, demonstration and training on small scale research–level quarantine fumigation with methyl bromide.

  2. I am a National Program Leader for the Agricultural Research Service (ARS), an agency in the United States Department of Agriculture (USDA). My responsibilities include providing leadership and direction for national and regional research programs, in ARS, that are related to the development of integrated pest management programs for invasive weeds and insects affecting agricultural crops, rangelands and natural ecosystems. The emphasis of the research program is the development of efficacious, cost-effective, and environmentally sound methods of weed and insect control utilizing biological and cultural control as the primary strategies where appropriate, and integrating chemical and mechanical control as needed.
